MOME Quality Policy Statement (Guidelines)

MOME’s management and staff are all committed to implementing quality teaching, training, research, management activities and student services. Based on its mission, MOME’s quality policy aims to improve the effectiveness of teaching, training, creative, research and management activities, learning and student services, as well as international engagement. 

As a progressive national institution and creative think tank, MOME aims to shape the future of Hungarian society and the Central European region. MOME is defined by the diversity of thinking and similar values of its students, teachers, staff and collaborating partners, with quality and value as key elements.

MOME’s strategic goals include becoming an internationally renowned, leading European institution and the best creative education institution in Central Europe, to be at the forefront of design research and creative innovation and to achieve real social and economic impact. To achieve this, it operates a diverse system of partnerships and cooperation in the European and global higher education area, maintains an inspiring environment and state-of-the-art infrastructure, and strives to develop a sustainable operating model. These objectives are also pursued by improving the quality of services in support of the core activity. 

Quality policy in the narrower sense serves to achieve the above objectives through the process, methods and tools of quality assurance. The aim is to further develop the processes and procedures regulated by the quality assurance activity and to extend these mechanisms to all levels and forms of education, ensuring that MOME citizens are increasingly committed and active in contributing to the quality of education, creative work, research and innovation and services, and to the regular evaluation of these activities. An important step in this evaluation process is the development and implementation of a performance incentive and evaluation system, as well as the introduction of comprehensive quality standards and indicators covering administrative, management and internal service processes. Furthermore, an equally important objective is to make our teaching and research activities more quality-conscious and to strengthen the quality management organisation and increase its capacity in the MOME pillars.

To achieve these goals, MOME develops its core quality assurance processes based on ESG standards and guidelines, encouraging continuous improvement. In order to improve the satisfaction of users, customers and partners, MOME uses their needs and insights in the development of education, creation, research and innovation activities and student services. The institutional quality policy is regularly updated in the light of the European Union’s higher education policy and the sector-level quality policy for higher education.

Quality management at MOME

MOME’s quality assurance organisation has been restructured by the new OOR issued by the new maintainer authority following the change of model. On the authority of the new OOR, the Chancellor is responsible for the operation of MOME’s quality management system, with the active participation of the Rector. The quality assurance organisation is thus divided into two sub-systems according to the specificities of each area: the Rector, in cooperation with the Senate, is responsible for the academic (teaching/research) area, while the Chancellor is responsible for the management area.

The main decision-making body of the quality management organisation is the Senate, which operates a standing Quality Assurance Committee for the professional preparation of academic quality assurance tasks and the professional supervision of their implementation.

The Rector has entrusted the supervision of quality assurance activities to the Vice Rector, who is assisted by a Quality Assurance Officer in the Rector’s Office, who also acts as secretary of the Senate’s Quality Assurance Committee. The Rector also appoints the persons responsible for the processes in the academic area.

In the area of management, the Chancellor’s quality assurance tasks are assisted by a CEO’s Appointee (Controller). 

The actors, roles, responsibilities and tasks of the quality assurance organisation are set out in detail in the new Quality Policy annexed to the OOR (which repealed all previous quality assurance policies). This Policy also provides for the main documents and the publication thereof.

 

Quality Assurance Committee

As one of the standing committees of the MOME Senate, the Quality Assurance Committee is responsible for overseeing the university’s quality governance and management system.  It discusses and comments on the annual quality assurance reports, monitors, comments on and provides professional support for the development of the university’s quality assurance system, and submits related concepts and drafts to the Senate.

The Committee is composed of five members, whose appointment is proposed jointly to the Senate by the Rector and the Chancellor. The members are elected by the Senate, and the term of office of a committee body lasts up to four years, after which a new committee must be elected or the old one re-elected. The chairman of the Committee is appointed by the body itself and they are responsible for setting the agenda and chairing the meetings.  Meetings are held as necessary to deal with current issues, but at least every six months. The Rector’s Appointee responsible for educational development and the Quality Assurance Officer may also participate in the meetings of the Committee.
